Every UAE company must identify the real human being who ultimately owns or controls it, record them in a beneficial owner register, and keep that register current. The name on the trade licence is often not the answer.
A beneficial owner is a natural person — never a company. Where a UAE company is owned by a holding company, which is owned by another entity, the obligation is to trace through until you reach a person. Control counts as well as shares: someone who can appoint or remove directors, or who controls decisions through an agreement rather than a shareholding, can be a beneficial owner while holding no shares at all.
