Setting up a business in the UAE is exciting — tax-free profits, global access, and a growing startup-friendly ecosystem. But once you decide to dive in, the first big question appears:
Should you choose Mainland or Free Zone for your business setup?
This isn’t just a paperwork detail. The choice defines how much you’ll spend, who you can work with, where you can operate, and even how fast you can grow.
Let’s make this simple, relatable, and real — with comparisons, real-life stories, and useful insights.
Let’s meet Ravi and Elena.
Ravi, a tech consultant from India, wants to run a solo business, offering services to global clients remotely.
Elena, a creative strategist from Spain, is building a boutique marketing agency and plans to meet clients, hire locally, and build a presence in Dubai.
Both are setting up in the UAE. But they make two very different choices.
Why? Because each zone serves different needs. Let’s explore.
Mainland companies have the advantage of operating freely anywhere in the UAE — dealing with individuals, corporates, and government clients without restriction.
Free Zone businesses, however, are typically limited to working within the zone itself or outside the UAE. To sell products or services in the Mainland, they often need to appoint a local distributor or agent.
So, if you’re focused on local UAE clients, a Mainland license gives you the flexibility to pitch, deliver, and build long-term partnerships without barriers.
A few years ago, if you chose Mainland, you’d usually need a local Emirati sponsor who held 51% of your company. That’s no longer the case.
Thanks to updated UAE laws, most activities now allow 100% foreign ownership — even in the Mainland.
Free Zones, on the other hand, have always offered full ownership. That’s one reason why they’ve been a go-to choice for freelancers, remote founders, and small global teams.
The gap is closing — now, it’s more about what you want to do than how much control you’ll have.
Here’s where it gets practical.
Mainland companies are required to have a physical office space. This could be a traditional setup or a co-working desk — but it needs to be officially registered (with what’s called an Ejari).
In Free Zones, many packages allow you to start without a full-time office. Flexi-desks, virtual addresses, and hot desks are commonly offered and accepted for licensing purposes.
If you’re budget-conscious and starting lean, Free Zones are designed to support that.
This can vary widely depending on the Free Zone, activity, number of visas, and office space. But here’s a rough idea:
Expense | Mainland | Free Zone |
License Fee | AED 15,000 – 30,000 | AED 5,500 – 20,000 |
Office Rent | Mandatory (Ejari required) | Optional (flexi-desk) |
Visa Cost (per person) | AED 3,000 – 5,000 | AED 2,000 – 4,000 |
Renewal Fees | Higher (includes rent) | Typically lower |
A solo founder with international clients might get started in a Free Zone like IFZA or Shams for as low as AED 5,750, including 1 visa and a flexi-desk. If you’re hiring a team or working directly in the UAE, expect Mainland costs to be higher, but with greater flexibility and access.
In Free Zones, visa eligibility often depends on your package — some allow 1 visa, others 3 to 6. If you want to grow your team, you may need to upgrade or move.
Mainland licenses usually allow more freedom here. Your visa allowance depends on office size — typically one visa per 9 square meters.
If growth and hiring are on your roadmap, consider whether you want that flexibility from day one.
Each zone — Mainland or Free — has approved business activities. Some Free Zones focus on specific industries (like media, tech, crypto), while others are broader.
Here’s a quick match-up:
Business Type | Recommended Zone |
E-commerce or Trading | Meydan Free Zone, RAKEZ |
Digital Agency or Marketing | Shams, SPC Free Zone |
Financial Services / Crypto | ADGM, DIFC |
Consultancy / Coaching | IFZA, Dubai Mainland |
Retail / Restaurant / Office | Mainland |
Always check if your specific activity is allowed in the Free Zone you’re considering — some may not support retail, medical, or specific consulting services.
“I launched a remote-first agency with two partners abroad. With Shams Free Zone, we registered everything online and had our license in less than a week.”
— Zain, Founder of a Design Agency
“When I started my skincare line, I needed to open kiosks in malls and hire staff. A Mainland license gave me all the access I needed — no restrictions.”
— Maria, Beauty Brand Owner in Dubai
